Definition

Proposal management (also bid management) covers all processes around creating and managing offers. This includes evaluating incoming requests, coordinating the people involved, drafting and reviewing offers, and following up. In many companies it's a dedicated role or department, especially where tenders are answered regularly. Good proposal management raises the win rate and lowers the effort per offer.
