RFP (Request for Proposal)

The formal request to submit a specific proposal.

Definition

The RFP is the phase within a procurement process in which a provider submits a binding proposal. It often follows an RFI, through which the client initially gathers information only, and is more specific than an RFQ, which is limited to price alone. A typical RFP requests a scope of services, pricing model, references, certificates, and increasingly a completed security questionnaire. The client evaluates the submitted responses in a structured manner and selects the provider on this basis.

In an RFP, it is not always the best provider that wins, but the one that responds most effectively. The challenge is rarely the capability itself, but the response: RFPs come with dozens of questions, often under time pressure, and the necessary information is scattered across different individuals within the team.
